Community Update: Establishing the North Guadalupe Trail Neighborhood Association

Our first community meeting marked a significant step forward in protecting the unique character of our home. The North Guadalupe Trail Neighborhood Association is an organization established for the sole purpose of benefiting the collective interests of our community. 

Our Primary Goals Include:

  • Enhancing Safety: Advocating for better community safety and building relationships with county safety personnel.
  • Infrastructure & Traffic: Addressing speeding, traffic control, and the use of neighborhood streets as bypasses.
  • Access Management: Securing vehicle passes for residents during major events like the Balloon Fiesta.
  • Zoning Oversight: Opposing zoning or special use requests that are inconsistent with our rural environment. 

Clarifying Our Role: Not an HOA

It is important to note that we are not a Homeowners Association (HOA). Our bylaws explicitly state: 

  • Membership is entirely voluntary and does not "run with the land".
  • We do not enforce private restrictions, architectural guidelines, or maintenance requirements.
  • Our focus is fostering community and advocating for residents, not enforcing covenants. 

Our Mission: Preservation and Advocacy

The core of our association is the preservation of our neighborhood culture, including our agricultural roots and rare rural lifestyle. By organizing, we ensure our neighborhood’s priorities are not just heard, but acted upon by our representatives. 

Leadership and Next Steps

The association is currently led by an interim board of founding members serving a six-month term to establish foundational operations. On or before November 3, 2026, we will transition to a permanent structure by electing six Board members to serve one-year terms.

Immediate Focus:

Haven Health Management Proposal

Our first order of business involves the proposed purchase of the Casa de Rose facility by 10127 Guadalupe Trail LLC. This facility is planned to operate as a Drug and Alcohol Mental Health treatment center by Haven Health Management. 

The association is closely monitoring this development, specifically regarding its "open door" policy for in-patient stays and how such a facility may impact property values, traffic on our narrow streets, and the safety of our residents.
